Environmental Impact Assessment (EIA) Study for Dutch Bay Onshore Wind Farm Project

27th October 2026

The Dutch Bay Onshore Wind Farm Project in in Kalpitiya, Sri Lanka is a proposed 150 MW renewable energy development intended to harness Sri Lanka’s wind energy resources and supply clean electricity to the national grid.

Lanka Hydraulic Institute Ltd. (LHI) undertook the Environmental Impact Assessment (EIA) for HVEN Renewable Energy Ltd., which also funded the project. Carried out between February and November 2025, the assessment evaluated the environmental and social implications of the proposed project during its design, construction, and operational phases. The study aimed to ensure that project implementation is environmentally sound and sustainable, supporting informed decision-making and the protection, restoration, and enhancement of the surrounding environment.

The EIA involved reviewing applicable legislation and regulatory requirements, establishing baseline conditions of the physical, biological, and social environments, and consulting relevant government agencies, local communities, households, and other stakeholders. Potential positive and adverse environmental and social impacts were identified and assessed, and appropriate mitigation measures were proposed to avoid, minimize, or remedy adverse effects while enhancing project benefits.  The study also incorporated an extended cost–benefit analysis, a Grievance Redress Mechanism, and an integrated Impact–Mitigation–Monitoring Matrix to facilitate effective environmental management.
